"For successful first stage applicants, it is important to uphold the principle of equal treatment, and to ensure that all have a chance to benefit from the comments of experts. Therefore, instead of an ESR, this generalised feedback is provided now to all applicants invited to submit a full proposal at the second stage. You are kindly requested to take this feedback into account when preparing your full proposal. At the second stage you have a chance to address or clarify issues that should convince the second stage experts. Some or all of these experts may not be the same as those who reviewed your outline proposal.

Summary of main shortcomings in first stage successful proposals:

SCC-02-2016-2017: Demonstrating innovative nature-based solutions in cities

  • The criteria for selecting the involved cities and the link among them were not always sufficiently explained
  • The nature-based solutions in the 'front-runner' cities, and their integration in urban and land use planning, were not always clearly identified
  • The involvement of local authorities from the 'front-runner' and 'follower' cities was not always clear in the proposals
  • Targets and measurable indicators to convincingly demonstrate how the projects will contribute to all the expected impacts of the call were not always adequately presented
  • Explanations on how the projects will address regulatory, economic, social and technical barriers to the solutions missed often sufficient detail
  • Social Sciences and Humanities and Gender issues (gender-flagged topic) were not always adequately considered
